It is also possible that both were created using a tutuorial as many are out there for making flames and the like. Just another possibility.

Lots. Filters for psp and ps (eye candy, xenofex, Dc special to name a few). Also , although I have bryce, but have never really explored it enough, Im willing to bet 3d progs such as that also are capable of producing flames

Yes, you are right....flames can be created in a Brycean environment utilizing several material settings in a volumetric object, but these flames look slightly too fin for even Bryce. I could be wrong, but uhmmm I doubt it

Hey, the flames look pretty much from A tutorial I have written lately, however it dasn't have the 3d effect, but with a good radial blur and a vieuw filters you can get that effect...
